I've been noticing this around Atlanta - black kids wearing a punk meets high fashion combo, and t-shirts with 80s and 90s era metal bands. The article mentions anime as an influence.

 “When I first met all these kids, these kids looked 10 percent punk,” said Jimmy Duval, one of the scene’s key producers. “As the sound got bigger, their image got bigger with the sound.”
